Place the two fabric pieces together, right sides facing each other. Sew around three sides, leaving one side open for inserting the tissue box. Turn the fabric right side out.

Attach the Cat's Ears: Sew or glue the cat's ears to the top of the fabric rectangle, positioning them where you want them to be on the cat's head.
